With the new time time music tracks, I do wonder whether the time of day is influencing the Pokémon we find? Obviously this mechanic was released in generation 2, and although we will always be able to find any Pokémon at any time in Pokémon GO, I can't help but noticing that maybe I find more Hoohoot and Spinarak during the night while Ledyba and Sensret seem to be more common during the day? What is everybody else's experience? Does it seem to be the case?

Based on this article at least, one way to evolve Eevee into Espeon or Umbreon that works more than once is indeed based on day/night.

There might be more events influenced by the time of day.

As for what I've seen, I've been encountering more Hoothoot during the night as well, but I haven't noticed Sentret being more common during the day.

see more misdreavus at night. hoothoot and spinarak r so common its hard to tell.

Raid Battles stop spawning during some late night hours, possibly to prevent lots of players gathering to play at night time when it's more dangerous.

I'm not sure that it effects gameplay: all my Houndour, Hoothoot and Spinarak are found during the day.
I've found them during the night as well. There's no difference to how common any species are, however less Pokemon tend to spawn at night in general.

I have heard, no raids from 9PM to 9AM.

That's dumb. That's the only time around here where it's merely broiling hot instead of everything being on fire
I know that feeling because it's very hot around here too. But it's also very likely there won't be enough people to do Raids conveniently at night, not to mention the danger.
I prefer going for it as late as possible.
