New user - Would like approval to create a new page

Hello,

I have just registered in order to create a new page on the Wiki.

I have read that new registered users cannot create pages before making a few edits :
Bulbapedia:Starting an article - Bulbapedia, the community-driven Pokémon encyclopedia

Rather than making some edits for which I have no qualification, could anyone make a change to my account to allow me to create a new page ?

I have read the manual of style and would like to make a new page accordingly:
Bulbapedia:Manual of style - Bulbapedia, the community-driven Pokémon encyclopedia

I would like to do a page about a website where people can exchange Pokemon cards (en.pokechange.net).
The english version is new but the website exist since december 2012 in French.

It's not really possible to just turn on the ability for a specific user to create pages. But, I'm sorry to say, that site is not notable enough for a page anyway.
