My university gave me some keys for windows 8.1 pro. I'm currently sitting in windows 8.1, i wanted to know if it's worth it to update mine to pro?

For some reason, when I attempt to connect to my WiFi network on my Nintendo 3DS it shows the error code 003-1099 "No access point in range."
However, when this error code occurs my access point is able to be accessed on my Apple iPhone 4s and other devices, but not by the Nintendo 3DS. This means that the router is online and working, but the 3DS is unable to find it for some reason. How can I fix this error code permanently without resetting my router?
Before you ask, I already tried to set a fixed router IP address but it did not fix the problem.

Let me guess, it comes up with the message that 'the game can still be played, but time-based events will no longer happen' ?
How wil I recover files?
I have a colleague who normally helps us every time we are having problems with the network in our department. He is not really an IT specialist but he knows how to handle our problem until this time. He accidentally wiped out all and I mean ALL our files. We haven't backed up the files for the week and it's really bugging me. Is there still a way to recover our files? I need suggestions! What will I do?

Hmm how were the files wiped? I've had to do something similar to my friend's laptop, his hard drive was wiped but I was able to pull some of the files out.
I used a free program (can't remember what it is at the moment) but I ran it and it scanned the drive for any recoverable files. Took about an hour or two but it was able to get back photos, word documents, and whatnot, though I'm not sure on the extent of the recovery.
