keldeo or cobalion?
 
Overheat since its effect can be nuteralised with a Whiet Herb or switching out, while there isn't a single Fire type that gets Rock Head.

Moves that have to charge for a trun before or after using them?
Note: Pretend the Power Herb doesn't exist for the pourposes of this question.
 
Charge up turn: Most of them provide semi-invulnerability for the charge turn, and the big one that doesn't (Solar Beam) can have it negated by sunlight and fire off instantly. There's no saving yourself from a cool off turn though, and none of them give you the luxury of semi-invulnerability.
