Also I guess we're ignoring the fact that 17 & 18 are cyborgs and not androids? I'm ok with it, I'm just checking.
"Android" is a perfectly fine translation of "Jinzoningen", as are "Cyborg" and, the most literal, "Artificial Human". In other words, any way you slice it, it's basically the same. :p

If we're going strictly by translation from Japanese to English, then yes, those are fine, however we also have to consider the actual definitions of those English words. An android is entirely artificial, 17 & 18 however, are mechanically alerted humans, thereby making them cyborgs, and not truly androids.
