...I'm not really sure. Growlithe can have Flash Fire, but then again, any sane Pokémon wouldn't use a Fire type attack on a 'mon that can have Flash Fire (or any other Fire type for that matter). I'd say Growlithe would have a slight advantage, however, for the simple reason that it just looks tougher.
