I generally replace my starter with another Pokémon. For example, I replaced my Swampert with Milotic because Milotic was a lot more useful in Battle Frontier. It was somewhat a waste of experience until Route 119, though.
As Eevee has always evolved into special types by now, I would shoot at dragon type. Fairy surely would be in the special category if it came in Gen II.

They're overrated mainly due their singularity. They're also overrated because if you're looking for a specific type, one of Eevee's evolution can take the deal.
Leafeon the best battler? I don't think so, he is the worse in my oppinion. Has acess just to poor moves.

I think that compatibility of Gen V and VI will be somewhat harshly different of previous generations, like it was between Gen II and III. With the introduction of fairy type, Pokemon's types, moves and Hidden Power's type and power must be recalculated.
Fairies are not a bad idea. I was never conformed with Clefairy being normal type if she has always possessed sobrenatural powers (Cosmic Power, Metronome and Psychic).
About Jigglypuff, the only magical thing on her is the Sing. A song that can make foe asleep, this seems very magical...
