My theory for Alola forms is that they're following the pattern of:
-Not giving them to Pokemon with Megas
-Not giving them to Pokemon that evolved past Gen I
All the Alola forms so far follow this trend, so I feel like that's what they're following.
Also, I think it's safe to say the other island dieties will have similar effects to induce other terrains. Terrains is gonna be the new weather, or just another piece of a weather team, since you can combine weather and terrain, electric terrain + rain goes good, so does grassy terrain + sun.

Here's to hoping that:
1. They use the regional dex for VGC17 as they did for VGC13 in XY
2. Thundurus is NOT in that regional dex

A lot of people are big fans of weather-based metas, as am I. I think Gen VII could be going that route...
I could see rain and electric terrain being a deadly combo with the right pieces, electric terrain helps out electric type moves, rain makes Thunder have 100% accuracy, also anything that can learn Nature Power can get Thunderbolt while under electric terrain.
Obviously, and he most likely will, but a few people have pointed out that using a turn to set up the condition himself could leave him vulnerable unless he gets major defense buffs with his new form (I'm hoping he will), to put it in perspective, how many people use Rain Dance to set up rain...
I'm just saying, his Ability, his typing, and in combination with Tapu Koko can make him pretty good, Raichu is already in the category of "not bad". He's more for support instead of straight up attacking (by having Lightning Rod, Fake Out, Nuzzle, Knock off etc.). VGC is entirely a doubles...
Tapu Koko's ability induces electric terrain much like Ninetales or Politoed have abilities to induce sun and rain, plus whenever I talk about competitive Pokemon, I'm normally referring to VGC as it's the official format. Tapu Koko can partner with Alola Raichu.

Normal Raichu is, why can't Alolan Raichu be bulkier? He doesn't need a speed stat anymore, not if he's used for his ability, he can definitely sacrifice his physical attack to better his special attack or special defense, at least. Especially if he gets Surf and I'm guessing Psychic, no need...
Disappointed in the same abilities as normal Meowth, Persian doesn't change much from Meowth so I don't expect Alolan Persian to be much of a change from this Meowth either... Hopefully stats make up for it.

Don't get me wrong I like this Pokedex leak a lot but I feel like if it's missing anything than it may be false and could've just gotten lucky and/or caught wind of some other inclusions.
As soon as any new Pokemon are revealed, we'll most likely know if it's real or not. If another batch show up and they're all on that Dex, then we almost have to believe it's real. If even one Pokemon isn't on it, then I'm going to assume it's fake. We'll know soon enough.
