True. He's even defeated every Gym Leader he's battled against, excluding only Cress (not required to rematch since beating Cilan and Chili was enough), Cheren (unofficial battle), and Opal (unofficial battle). Elite Four members and Champions were an exception before Journeys, as defeating them...
Yeah. That's my theory too. Also, Cinderace was the only Pokémon Hop gave a description of when it entered the battle, describing it as "the Strongest Striker".

I hadn't even considered the "partner" bit referring to the Let's Go partner Pokémon. Would make sense. Plus, as a bonus fact, Ash's Pikachu is actually classified as a partner Pikachu in Pokémon Masters EX.
