Ugh that is tough. They're both pretty unique in their own way, and have Pokemon that I adore on their teams. (Misty has the lovely Starmie, and Phoebe has the deliciously eerie Dusclops and Banette.) I'll go with Misty I guess, because of nostalgia and her role in the original anime. Dusclops...
