BW happened right after DP. I like Dawn, but knowing the franchise we are dealing with, they might as well not see any reason to bring her back.

Bringing old characters back = less focus on characters of current games.
Plus, the target audience doesn't care about many of the older characters.
I don't see any marketing reason in bringing Dawn back unless we get Sinnoh remakes.
Even then, May got no mention when ORAS was a thing.
Graduate from school, do all the Trials, win the League, become the first Alolan Champion (while still wanting to go to Gen 8's region), and keep contact with his friends (past and current).
This show should be happy they survived Best Wishes. Going from Ash getting regressed and losing to a total idiot to the Pokégirl always calling him a little kid.
SM may have no League, but if it does, I expect them to regress Ash's ranking.
It's because it doesn't make one a Pokémon Master that I don't see why they refuse to make him win. Heck, they even regressed him in Best Wishes to prevent him from advancing.
A satisfying send-off can be something more than winning a Conference. It could be him becoming a World Champion.
I think the show was going in a good direction until Best Wishes happened.
Plus, Tobias and Alain made it clear they don't want Ash to win no matter what. You get less interested in a character when you know they will never be allowed to progress.

Could they have used Max instead of Sawyer? I doubt it.
May's VA probably couldn't voice more, and Japan doesn't like replacing VAs, but they could have still made some references to May. She's the freaking female PC in the games. I would be very pissed off if we see nothing about...
I know her VA is/was sick, but I didn't get why there was no mention of May in XY. She's the female PC in ORAS. Maybe they could have shown a bit of Max too.
Older fans won't bring them enough money, so there's no need to appeal to them. There was never a need and there will never be one. Universal appeal isn't needed for the anime, unlike the games.
What will older fans buy? The games? No need for the anime for that. Plushes and toys? No. Movie...
Would it harm their profit to show more older characters in specials (like Side Stories)? Is showing older characters bad for children? Will children not get interested in them?
Does OLM assume little kids don't know who Dawn is? Does TV Tokyo rerun older episodes? TPCi has an app called...
And none of that would happen as long as Game Freak makes new games.
Pokemon anime is so successful that it doesn't need to fix its flaws. They can pull another BW and still sell well, because Game Freak is the drive to this success.
