Imagine a situation like this:
You're fighting an enemy of yours for years. All of his bases are conquered, except for this one, small bastion. You surround the said bastion with numerous battleships, Clean Shard Copters, Singularity infantry Squads, everything you have is thrown against his small defence of a couple of poor, untrained Chaos infantry.
But you leave the guy with a choice. You step inside the War Room, and ask for his commlink frequency. He answers, and you see his holographic face, starring at you with his calm eyes.
You open your mouth to speak, but he cuts in before you say a word. And what does he say?
"Colonel Santiago, the evil fraction of Peacekeepers has done me many harm. Will you agree to join forces with me, and pronounce a Vendetta upon the Peacekeepers?"
"No."-You reply, and open your mouth again to give him the conditions under which he shall be spared, but he cuts in again.
And what does he say?
"Nothing personal, Colonel Santiago, but this planet simply isn't big enough for the two of us. I shall ruthlessly crush your faction, and bear pleaseure in executing you in person."
The commlink is closed. You sigh and facepalm.
The next couple seconds later, the leader you've fought against is captured, and his last bastion lies in ruin.
That pretty much summarizes 90% of my gameplays of Sid Meier's Alpha Centauri.
There are a couple rare moments your enemies agree to pledge a Pact to serve you in exchange for peace. But that's extremely rare.
