Is Nelly Virsaladze (Saki Nationals) based on Latias?

She is supposedly 140 cm tall like Latias, also has a white\red\blue colorscheme, and uses orangish pinkish flow like how Latias has orangish eyes. And has an hat shaped like Latias' head, well except in the one scene where she is seen with more casual clothes.

Nelly's casual outfit, only seen once.

Nelly in her usual outfit, with her roommates. The one in purple is Myeong-Hwa, and the other in cyan is Huiyu. The one in the school uniform is Megan and is not usually wearing that outfit.
The picture in the background could be of Myeong-Hwa and Megan with their ex-roommates, as this is a boarding house for a mahjong team of an high school.

Nelly also has psychic\flow powers which is similiar to Latias' own, is often shown floating\flying in her battles with Saki\Shizuno\Awai\Kyouko\Sawaya, and seems to be a bit odd\ignorant at times, such as being convinced that Kankeri is the name of a popular candy in Kyushu\Okinawa, and that her teeth being all grown means that she's done growing.

Yes she is Georgian and her outfit does have similiarities to the Georgian Chokha and it is in the Georgian flag colors but her dress is not actually a Chokha it is more of an unique outfit as anime characters often have unique outfits to recognize cosplayers better, so her outfit is just, a "Nelly Virsaladze cosplay outfit". Because anime outfits are usually unique, often are a combination of several outfit styles.

And of course many anime dresses often have similiarities to various real world dresses including "relatives" of the Chokha. The "Western style dress" is somewhat common in anime. Hence Nelly's dress has similiarities with various traditional dresses. Huiyu's street outfit is somewhat traditional Chinese, Myeong-Hwa's is somewhat traditional French (even though Myeong-Hwa herself is ethnically Korean), and Megan's street outfit is somewhat like the fashion of young black women in the USA.

Pokémon outfits, you notice they're a combination of various styles, countries, and time periods, this to be more recognizable that it is a cosplay and not regular clothing.

You can see they are all variants on the same style, long white dress with a long black or colorful jacket\overdress and long sleeves.

Nelly's outfit does'nt really fit it, she only wears the white underdress but even though the sleeves are long her dress is somewhat shorter, she wears long white socks and red Mary Jane shoes which are a common shoe in anime, they're not traditional to Georgia or any of the other countries in Northwest Asia (which includes Georgia, Armenia, Azerbaijan, Iran, and Turkey) but they were invented around 1900, and they are somewhat common\traditional as formalwear in communist\eastern bloc countries.

So I'd say that Nelly's outfit is unique but it has various traits from Europe, Northwest Asia, and Southwest Asia. Like how many anime characters have various design ispirations.

Similiar to Touhou clothes like Reimu's.
