Counterpoint: Eternal Flower Floette was never distributed. So clearly not everything they had planned got shoehorned into SM. Perhaps Volcanion was planned later and never completed or what, we don't know.
But we at least have indisputable, material evidence that Floette exists. So we can surmise that maybe they did intend to distribute it at some point. And more to the point, it's not even truly cut content - it still actually appears in the story in the context that's most relevant to it, as AZ's partner. Same for Magearna - who knows why it took them so long to hand it out to us, but the Original Color form was designed as a part of Magearna's character profile and appeared in the movie that featured it. They could have done the same with Volcanion forms if such things were planned to be part of its character setting. And speaking of the film, this is without even getting into what kind of rewrites or edits might be necessitated by a sudden decision to cut out a unique trait of a starring Pokémon.
The whole idea that Volcanion was supposed to have other forms which were planned but then given up on, just because it was so, so, so important that they connect them to those power plants specifically, is pretty wild speculation, and would be unlike anything we've seen occur in terms of cut content. It would be one thing if such a form (or forms) was just going to be a useless Keldeo- or Magearna-tier fluff form (but again, refer to the above - even E-Floette and O-Magearna weren't just silently swept under the rug without seeing the light of day in some fashion), but something that actually changes how the Pokémon operates in battle and which illustrates a key part of its character design (more on the level of Deoxys or Hoopa or Necrozma's forms) is far too significant to throw away for so pedantic a reason.
