    Yeah, well good luck then. I tried to catch a Suicune in a Dive Ball, but it broke out of so many I just used a Master Ball instead. Oh well.
    Depends on what it is, really. Most legends are a pain so I bring a Pokemon that has Spore and False Swipe.
    Oh, I thought you said you knew how to RNG in Platinum. Frames are the same no matter what game you are talking about. We're not looking at 'frame rate'.

    For any given seed, there are Frames starting at 1 and going to forever that each contain a different IV spread, nature, etc. Just go into RNG reporter and generate results for a few seeds. They'll each have frames with different spreads, etc on them.

    What we do when we RNG is look for a seed that has a frame that is what we want. That frame is not always going to be located on Frame 1 though, that's where the advancement comes in.

    Think of it like this. Say you are walking along a sidewalk. Each tile would be a frame. You might have to cross many tiles to get to the place you want to be. On the same token, you may start your walk from a different street, the street that you start walking on would be the seed.
    Oh, that's not so hard then. Once you hit your seed, you can check it using Elm calls, and you can advance it one of a couple of different ways.

    Read through it and then I will answer your questions. Generally if you have a higher frame you'll be using the Radio to advance. You do that by selecting the station that advances the frame, then dragging the tuner back to the center and turning the station off. When you hit the station button again, the RNG advances again. Read through which stations do what to the RNG.

    Unlike in Platinum, as long as you are fast to get the PokeGear up, wandering NPCs will rarely give you any trouble. Most legends aren't in populated areas, but it's a nice advantage. Also the ability to always check what frame you are on using Elm Calls is great too.
    You heard wrong, it's not difficult. Especially not on HG/SS. Are you talking about catching legends or a wild Pokemon? What do you know about RNG'ing so far? I'll try to answer specific questions but I don't want to type out a thousand word essay on how to do it >.<
