Nope. If they can, it hasn't happened on my watch, and I have spent a considerable amount of time in Tiny Chao Gardens.
I would have thought, though, that if they can, as long as their Mood and Belly stats are kept high enough throughout its life, they would just reincarnate, which, IIRC, preserves their stats anyway.
That's the one. I'd forgotten the proper name for them. Derp. To this day, I have no idea what those rubber duck items found in the Tiny Chao Gardens actually do. But that aside, Chao do gain levels and stats crazily fast. I raised one Chao in one briefly, and when it came out, all of its levels were in the high 90s, apart from Power, which was around Lv.90. Because it was still a Neutral Chao at the time, I was able to sweep all of the Chao Races in both SADX and SA2B with no difficulty at all (including both the Hero and Dark Races), and the first three levels of Chao Karate. For some reason, though, she was never able to win on the Expert level...
Also, Chao raised in the Sonic Advance-series Chao Gardens gain stats insanely fast, so if you're going to raise them competitively, that's the way to do it.
What kind of condition are you basing it on? I mean, for crying out loud, contributing to it is half the reason I'm staying up this late. And 'this late' is the wee hours of the morning. (The other half, of course, is contributing to ADW, and the other other half is this VM conversation. Because even though I got an A* in IGCSE Mathematics, I still suck.)
