Ghouls can't do much. They're pretty much mindless and rely on insticts (namely, feeding) or the wills of their masters. For it to do certain things, it often has to be trained to do so.
I pictured a rather funny scene in the game with Cyrus. Luka ended up getting his leg cut off, so he's trying to get his ghoul minion to retrieve either a needle and thread or a stapler for him so he can fix the problem. While he's explaining to the group what had happened, the ghoul keeps on bringing back the wrong object(s), and it kind of annoys the exasperated Luka. So whenever it shows up, he halts his explaination to yell at/scold the ghoul and send it back.
Yeah. So Luka, if someone REALLY pisses you off, you can infect and THEN torture them... And can continue to mentally torture tem even FTER they die! Or if they turn into a ghoul instead, you can just make them your mindless minion.
Though Luka miiiiiiight want to be careful with his goofing around. It's possible to spread the plague of undeath if bodily fluids from an undead make it into the loodstream of a living individual.
Especially later. Dead bodies don't exactly stay pristine for long. And they don't heal from injury, either. So, he's probably had to get patched up a few times.
It'd be easier to make zombie jokes then.
