I watched Pokemon because I never saw Digimon... ever. And the first episode of Pokemon that I saw was one of the League matches (I think Ash v. Gary in the Silver Conference), so I got a slightly better view of the anime than would be typical.
To be fair there is some expectation that I'm building towards something called an "ending," which is something you've probably never heard of if your experience with storytelling was the anime.

Life is crazy, and my writing has not been too productive lately.
I think that for an actual political/paramilitary organization, the party's organization and individual members would run into the heroes more often than the head would. After all, the regional head has some other places to be, some other business to attend to. They wouldn't constantly be brushing against the same group of young adults and getting into a fight with them. And lots of people with spears and explosives and whatnot would be more threatening than a single guy who's really good with a spear and has some cool electric-types.
