Anything with a brain is sentient. A secretary bird attacking a snake is perfectly acceptable and both are sentient.
Coming from a biologist's perspective, I think it's pretty clear things like Krookodile, Samurott, and Garchomp are carnivorous. Those are NOT herbivore teeth.
