The captain hides his true origins with inane senseless stories and imaginative twists throughout the series. He sometimes refers to himself as a "girl" to further confuse his subordinates.
The captain is only interested in serving himself. He is powered by imagination, he is greedy, arrogant, selfish, dumb at times... he's a kid at heart. Personality wise he can be related to "the warden" character from "Superjail" series and the "Zim" from "Invader Zim".
