It depends mostly on how you would want to approach your fighting style. Karate is mostly a "Hand" combat form, while Taekwondo places heavy emphasis on the feet.
I'll tell you through all my experiance using freestyle CQC (My own style that uses Karate, Taekwondo, Taijutsu, CQC, Judo and Kung Fu) i use my hands for quick strikes to the nerves and other areas and my feet mainly for tripping manuvers. Its actually quiet difficult to land a perfect kick onto someone and keep your balance. Although a kick can be considered more powerful, the lack of balance that is associated with using it is a major risk factor.
So unless you have very good balance or practice yoga, i would go with Karate.
Also, buddhist meditation helps a ton when it comes to focusing your inner self and speeding up your reflexes.
