Yes, Grimer and Muk do give one HP Effort Value each. The guide probably doesn't list it as they aren't as common in Pokemon Diamond, Pearl and Platinum Versions.

Also a page that is quite useful is the Pokemon by Effort Values just incase you want to mix it up.

Once you defeat the said Pokemon the EVs are added. Say you go to the Old Chateau and defeat a Gastly. You then get the Effort Values (of 1 Special Attack Effort Value) for defeating that Gastly.
