You see the black fin running down its back? Change it to the darker shade of blue. If you look at Vaporeon's Yellow sprite, that's what it is colored.
Well, it appears Lulz already explained it to you =p however, regarding RBY sprites, It can depend. Earlier versions of the game have only BWG colors, while others have one colors with 2 or 3 shades, along with black and white, such as:
R/B/G sprites usually are strictly shades of gray. If devamping to this style, you should use a Gen 1 sprite as a reference to the grays you should use.
Yellow sprites are usually black and white with 2 very similar colors. I'd use a Yellow sprite that corresponds with the main color of the sprite you want to devamp.
G/S/C sprites have 4 colors. Black, white, and two others. Also usually all of the outlining is in black, and instead of shading you use dithering with white.
There's a pretty subtle difference between gen 3 and 4, so devamping a gen 4 to 3 would be kinda pointless. Same goes with Gen 5. It is basically the same as gen 4.
