I have both X and Y but so far have only played Y.

You'll have to wait until there's a staff drive for that particular section.

Alternatively, the head of a section may ask you if they notice you've got a reputation as a good, helpful member in their section and think you'd do well on staff (though looking at your join date, it would take a lot longer than a few weeks for that scenario to happen since you're really quite new to the community).

My advice would be to wait for the particular staff drive in the section you want and then send in an application form for it.

I don't really watch much of the Anime anymore, but I got into the Japanese Pokemon anime many years ago (even before the big voice actor change). With an anime like Pokemon, sometimes its nice to see what the movies (and show) are like in their original state. Also, it can be the only way to watch a few selected episodes in their entirety (or at all), like with the Porygon episode.
