I'd recommend testing the team with perfect ivs and testing before you do anything else at all. Riolu is not my favorite but merely the best avatar that I've made. My favorite is actually Meganium. I'm guessing that you like Shinx XD
A scarf set is certainly viable in LC. An impish nature really doesn't help the kind of set you want. You should either be having Adament or Jolly. Pursuit is almost always a better option over Psycho Cut because it allows you to trap threats such as Ghastly whilst Psycho cut provides relatively little coverage.
Pawniard best runs a Swords Dance set with the evs 236 Atk / 36 Def / 36 SpD / 196 Spe . Electrike can only viably run a choiced set with evs 240 SpA / 236 Spe .
Unless you want dual screens to support Pawniard, Snivy isn't particularly viable right now.

Your natures are pretty messed up. I suggest you start with Salamence and use something like earthquake instead of fly. Basically get hard-hitting and fast mons.
Rules.
I will give you one suggestion. Try the battle tent(in fallarboar town). That way you can see what goes wrong.
One very effective way to win is use something with some bulk and holding chesto berry. Attack on first 2 turns and then use rest on last turn. You will always win in the health (or body) category that way.
