Indeed, Dudley's character is very shallow. At best, he could have a cameo appearance or a mention, but I don't really care. Seemingly, he also redeemed for his actions.
Dr. Fuji's past research team, huh? That a very good idea. For one thing, it would make players question the hero's morality. In fact, mixing that with the "multiple routes" story that could occur through dialogues, Fuji' dillemas could be applied into the character themselves. Of course, I don't expect them to create an evil main character, but everyones make mistakes.
I literally can't explain why Hilbert and/or Hilda don't appear... Game Freak had not problem with Red appearing in GSC, so, why now? Even if what you said is true, the Memory Link could fix that problem very easily. Having them be battle-able with the starter the player chose and other "certain" Pokémon -- possibly even their Pokémon League entry team! -- would be fun for everyone. And even if they didn't do that with the player (for whatever reason), they could do it with the opposite-gender character, once they verified who that was through Memory Link. There are solutions. If anything, just carrying over the name is weird to me (and I imagine most), since I always use the name Ash/AP in my games, so, the hero from BW will have the same name as the player character from B2W2.
In the end, I still believe we might see them in a future World Tournament DLC. I'm not sure if sprites are downloadable though (and I think there's no sprite for Hilbert and Hilda in B2W2), so, that might give us a straight answer. But I hope they are... A main character League would be pretty much the best thing ever.
By the way, I saw the Type Experts League. What a nice thing those "random" trainers are. Back when we first thought about the World Tournament (the Champions League, really) I was trying to figure out how they could make a point out of the fact that it is a World Tournament. Although the type-experts are there for the sake of filling blanks in that League, they could as well represent Gym Leaders players haven't met in their adventures yet. Obviously, they are in a convenient number, because it would have no point to have an 100:1 analogy between unknown and known GLs -- but it's still a nice way to handle the problem. I wonder what their introduction lines are; maybe there could be some hints on who they are exactly. And maybe one or a couple of them could appear in the future.
I thought Type Expert would be similar to Battle hall where *we* choose a type to specialize in and battle in the tournament with other type specialists, not that we'd all be using the same type. Needless to say, this is boring

At first glance, the Type specialist battle for Dark types seem relatively uninteresting due to the lack of gym leaders, but what's interesting is that there is a Pokemon Trainer Vito who owns a Shiftry, using predominantly Hoenn Pokemon....
If this is a reference to Vito Winstrate, then I hope the localisation team doesn't miss it like they do with the movie cameo references.

Well, as long as it still makes sense when they do it, I *may* be able to tolerate the idea being as overused as forms. Though, given these fusions fell under the umbrella of "formes" in the first place, I kind of think it wouldn't be overused given that the same forme triggers are rarely used twice.
You know how Sugimori actually wanted fusions since before Gen V? I'm wondering how they're going to handle this in the future now that they have their foot in the door. Granted, they made a Pokemon fusion that was believable by making the Tao Dragons originate from the same source, but I'm really wondering how they'd pull this off in the future.
I was thinking of an Indiana Jones / Lara Croft / Nathan Drake - esque character. Both an adventurer and an aspiring archaeologist who could stand for themselves. A separate research team could also exist, but I think the player and the flow of the story would be more interesting if the hero was independant. The focus should be on the past, but I think there can be some say on the present and future. A lot of different characters would be looking for Mew for different reasons. Mr. Fuji, Genesect, Mewtwo and perhaps even Dudley.
Mr. Fuji would only be interested in the well-being of Mewtwo and its family, but not in any research or history of sorts (that is, unless we saw the return of Dr. Fuji). Dudley on the other hand certainly has selfish motives and personal issues with Genesect, so, he might seek Mew for other reasons, if there has been any vendetta between it and Genesect. I'm probably overestimating his character though, but who knows?
Why would it ruin that illusion? The player character represents two things; the player and the hero of the main story. The player takes the role of the hero during the game, but is also a separate entity in the Pokémon world, unrelated to the hero. Now, the same character as an NPC, be it as the opposite-gender character of the game or an NPC of a future game (like Red) is separate from the player.
So, I'm perfectly fine with them being distinct and well-put. I also like some vague features for the sake of it, of course, but I don't see them as the player, but as a character in the Pokémon World. Masuda said in Iwata Asks that Game Freak once thought in BW to have the player have two avatars; the hero's and a customizable one, representing the player. They unfortunately scrapped the idea in the name of the Dream World, but at least they thought about it. In fact, a role similar to N's for the opposite-gender character would be perfect; both very important, but not exactly like the role of a traditional rival.
Leaf and Kris would also be great to see in the World Tournament. Even with the few things the World Tournament can offer (a couple lines, a new sprite and potentially some new Pokémon in the characters' rosters), a Main Characters League would be very neat. A gathering of all heroes and rivals. I wonder if they'd include N in the B1W1 roster. He is no doubt a main character, but not exactly like a traditional "rival".
Only reference is that because of Team Plasma two years ago, the amount of people who think about the relationship between humans and Pokemon has increased, compared to in other games, where catching them in Monster Balls and making them your partners was just the done thing.
And yes, the word used implies that he's had the idea for quite a long time, so almost certainly before Gen V (otherwise, he'd probably say 'the previous work'.)

The Rival was designed to be someone who could be a Main Character himself, if the focus had been on him.
Black Kyurem and White Kyurem being combined Pokemon was from an idea Sugimori has long held.
Cheren was made a Gym Leader to show her growth as a character.
What happened after B1W1 wasn't thought about until development of B2W2.
They didn't change all the Gym Leaders as they wanted to balance nostalgia with newness.
Guyana is a great idea. It's also relatively close to Unova, geographically, which would explain Team Plasma's association to Genesect. So, are you implying Mew could be the reason Genesect became extint? Regardless, Mew is one of the few species of Pokémon we can know existed in Genesect's time, so, it's a good start.
The location also offers for an alternate gameplay scheme, since its tropical climate, its numerous forests (apparently covering 80% of the land) and the fact that it's much less metropolitan, don't offer for a traditional Training career. I think assuming the role of an archaeologist or researcher of sorts would be pretty interesting.
As for Hilbert and Hilda, well... Did you like how the protagonists without a vague role were pictured? I really wasn't exactly blown away by Brandan/May and Lucas/Dawn in their NPC roles. Red was pretty vague as well; I mean, the less "mysterious" touches on the character were far and inbetween, and mostly made by other characters (Blue, who was a bit bitter on how Red beat him, or Red's mother, or calling Red a "Living Legend" in the World Tournament). The RSE/DPPt non-selected main characters were completely demystified and way too minor. You might argue about this, but even Lyra was at least a unique character that offered a nice, distinct touch to the game.
I assume you were, but I wasn't really that disappointed by the Subway partner. Might have been a vague role, but I liked the air of that appearance. A casual meeting with a stranger on the Subway, and one who had their own separate adventure the hero never got involved into. There is also the irony of the fact that this character could have well been the hero of the story, but both the hero and that character apparently ignore that possibility. It might have not been too interesting, but it was a bit more satisfying than having them be the professor's assistant staying in their hometown doing nothing, trying to have a character.
Blue at least played a big role given that the first generation's emphasis was the badge quest. I don't recall Steven playing that large a role in RS, and Wallace doesn't seem to do much other than tell you about Rayquaza in Emerald.
There were actually other sages whose post-game dialogue I would have sworn would have resulted in them choosing one side or the other. I feel kind of sorry for Anthea and Concordia--not just for how Game Freak treated them, but their role in Ghetsis' plan as well. He basically "adopted" two young girls, the same age as N, so that they could take care of him.
And then they just stand there watching him get crowned.

So it seems Game Freak actually had in mind which of the two Sages (other than Ghetsis) were returning in BW2 as far back as its prequels, and even hinted at it.
