The thing is, with adding a filter for Pokémon of a lower level than evolution... I can't think of any off the top of my head, but I know there are some cases when certain Pokémon (Rapidash?) can be caught before evolution; that could be the main problem with the filtering of it, but I may be wrong.

It has gotten worse, to be perfectly honest. I'm hoping that it's at least fixed in B2/W2, which I think Nintendo/Game Freak have been aware of the issues for a while but...never resolved it.

People will do such a thing to either troll people with a rare Pokémon/version exclusive or show off a shiny Pokémon. Although certain hacks can slip through the GTS, it in my personal opinion should have been coded in quite some time ago (it's been going on since it's debut; five years ago).
