One is forcing with the help of an external device to make the game do whatever you want and the other is just predicting what the game is going to do and be ahead of that. No exactly the same in my opinion, and of course forcing the game is far more effective (and cheap) than the latter.

PRNG-abused Pokémon aren't hacked: you're not messing with the game code but just predicting when the right correlations (based on what you want to catch or breed) will show up. There is a big difference between both things.
