    Lots of people in New Orleans speak French, and there are even people who are born and raised in The Big Easy (that's its nickname) who are native speakers. People call them "cajuns". This is due to it (and most of the Mississippi River banks) being owned by France at one point. In fact, the state of Louisiana has two official languages: English and French. I was assuming you'd heard a New Orleans accent before. I was also imagining French television shows giving simpleton-type characters a New Orleans accent. :p

    (But as for a New Orleans accent in English, they tend to sound sort of like a Texan mixed with a sterotypical African-American guy.)

    It's the sequel to the Fullmetal Alchemist anime (the 2003 series.) Basically, the main character is stuck in our world instead of his world, Amestris. he has no Some woman based off Dietrich Eckart creates a portal to Amestris and then it all goes downhill from there. :D
    I can't really explain a lot of it; you need to watch FMA first if you want to understand it.
