Yup. It can be even worse. Fletchling used Steel Wing in episode 6 of XY and it cannot learn the move until lvl 48 (In fact, its the last move in Fletchlings learnset).

I wouldn't necessarily say it was like that. Paul just had his own methods, and Ash just initially disagreed with his methods. The series was a tale of Ash and Paul learning to respect each other's training styles.
