Tobias isn't a character, he's a walking plot device created solely to stop Ash from winning the Sinnoh League, so I think even the most hardcore Iris haters would prefer her being here over the complete non-character that is Tobias.
Ash probably won't fight G-Max Rillaboom, this is just for the opening ceremony or for Leon's other battles to show that he isn't completely reliant on Charizard.
Also, there's a Leon/Diantha poster in Spoon magazine, completing the poster set. This is all I could find of it right now though.

No, but it was used as a justification for Ash to travel the entire world instead of just one region at a time like he used to. SM ends with Ash deciding to travel the world, and that's more or less what he's doing here, the PWC just gives him a more tangible goal.

Last I checked Lance didn't have the #1 spot, the PWC was a new thing at the time, so there wasn't a Monarch. It was Lance and Leon battling for the title, not Leon taking it from Lance.
Even after Cynthia was revealed, we had no reason to believe that Lance still didn't hold the #2 spot. I would have expected Cynthia being #3, but Lance being bumped down to #4, Cynthia taking his old rank, and Steven also being ranked above him were surprises.
She does, but it's balanced out by the fact that most of her Pokemon aren't very good. Leon has similar levels, but Pokemon with high stats and good movesets.
And in the context of the anime, the reason Diantha and Steven aren't expected to make it past the first round is pretty simple...
Cynthia may not be a Dragon-type specialist per say, but she does have an affinity for them. A battle with Cynthia would be just as if not more meaningful for Iris's character as one with Lance, given their battle in BW.
I don't see any point in Ash battling Diantha, it wouldn't feel satisfying since up until now, she's had nothing but cameos.
And I get why people want a rematch with Alain, but that's exactly why I'm not interested in it; it would feel too much like the writers trying to fix a "mistake", and...
