And the worst part is that the ep tried sooo hard to make it seem like a super funny thing, with the background music and all.

Maybe not necessarily in the right, per say, but Goh didn't suffer any sort of consequence by throwing Ash under the bus.
They just completely gloss over Goh blaming Ash for something he knows wasn't his fault, but Grookey's. Also, Goh never reprimends the monkey.
That still doesn't helps your argument tho. So that means that, whenever Grookey is not being completely useless as the last word in fashion accessories in Goh's outfits, he's causing trouble for other people and Pokémon, and the worst part: not suffering any sort of consequences from it.
Adding in: Grookey hurts and abuses innocent Pokémon (that Drakloak scene hit SO weird) and faces no consequences, because we're supposed to find it funny as hell and love Grookey for it.
Also, I think Togepi at least had the excuse of being a friendship-based evolution, so it was more about it's friendship with Misty than battling. And something else too: Togepi evolved into Togetic for a noble cause, because it grew up enough to the point where it defended people and Pokémon...
If I were to say... kinda a bit of both, but pending towards the first option to me.
Like, why is that Grookey just decided to stay with Goh? What exactly were the differences between the two parties that made Grookey prefer Goh over the TRio? Cuz we didn't really saw them bonding in that ep...
At this point, if it does evolves, I'm not even interested in neither Thwackey nor Rillaboom. I just want for Grookey to just disappear off the face of the Earth lol.

I think one of the biggest issues with Grookey that we don't see a lot in any of the other starters, albeit in varying degrees, is that Grookey is yet to do anything. Like, it's been here for what? A year at least? And is yet to do literally anything.

No but it's honestly batshit insane because Grookey, literally, fell out of the sky onto Goh's lap. It just gave itself to him.
And I think this is just yet another aspect of one of the biggest problems with Goh's character: why do we have to root for him, exactly? Like, in what aspect does Goh...
I'm quoting this thing I said in the Controversial Opinions thread, because it fits here rather well. It's basically my analysis/theory on why Grookey does what it does and is never called out on it: it's cuz Grookey is not a character, it's a plot device.
