Last time I checked Grookey wasn’t blasted off every episode or starved like TR for its reactions.
A Pokémon and it’s trainer are both involved in how a Pokémon is received. That just shows Grookey is in bad hands which worsens the issue.
I mean, it’s more likely to stick in people's head if it’s used to kick start a bunch of episode plots. Grookey's misbehaviour is more prominently remembered than it being a shoulder warmer because that’s the only time it’s doing something.

I usually don’t being competitive logic into the anime, but it was pretty surreal seeing a Raboot (an inexperienced Raboot at that) take down a milotic when I’m pretty sure I’ve had grass types succumbing when pitted against it on Showdown.
The show really doesn’t consider him such though. He’s allowed to be toe to toe with foes whenever the plot requires. I still remember how convoluted Raboot vs Milotic was.
At least Togepi had sweet moments. The Houndoom episode was nice. Togepi was used in more creative scenarios to kickstart plots whereas with Groovey they resort to the same script: Grookey messes something up > anything but grookey faces consequences > episode plot
Not really. Rowlet got a decent story and at least tried to be competent. And it wasn’t actively malicious. Also Rowlet and Melmetal were actually cute together, unlike whatever puke-inducing "cuteness" they’re going for with Grookey. Grookey and Go reminds of those irresponsible small dog...
It’s just my opinion but applying the concept of "They got it because of Karma" to fictional characters is plain weird. No one is sitting here keeping score from across different series.

If a CotD owned the Grookey, they’d probably have Ash and Go arrive on the scene, scold the trainer and have Go capture the Dragloak because the CotD was so horrible to it in comparison. But because apparently the main character is doing it it’s fine.
