I think they do, and that's why they use different Pokémon so often. There are only a few we've seen them use more than once that might actually belong to them personally (Raticate and Houndour for Cassidy, Hitmontop for Butch). Other than those, I think most of their Pokémon are rentals.
If Butch, Cassidy, and Meowzie are all coming back, this means pretty much anyone is fair game, human or Pokémon. Ash's Pidgeot? Casey? Ritchie? Misty's Togetic? Ash's Greninja? All those are on the table now.
It's been ages since I saw that episode, so pardon me for forgetting. But that doesn't explain it any better. Point being, Meowzie is an existing character with an established backstory, so seeing her here doesn't make sense.
I'm pretty sure it was established in her introductory episode that Meowzie had an owner-- she lived with a rich woman who pampered her. Which is just another reason why having her suddenly show up with Budge and Cassidy doesn't make sense on any level.
