Pokémon has discussed these types of issues multiple times in the past in multiple different media, the
anime included. Hell, bullying is a major plot point in the most recent games.
This isn’t something that’s out of place or “trying to appeal to kids”.
What does it matter who came up with the idea, specifically? Plans are meaningless if you don't have someone to execute them.

Solving would be if Arboliva convinced Moltres to stop all by itself. It tried doing that and failed.
The show has made it clear Liko is willing to fight when it's necessary and there aren't any other options.
Seems a bit overly pessimistic to immediately jump on the "Liko's going full (semi?) pacifist" route.

How is Quilava last minute? She got it a good thirty-ish episodes before the Grand Festival and actually used it in a Contest before then. In comparison, she had Togekiss for a whopping three episodes before her final arc began.
It was literally brought up in ep 24, when he struggled to give a speech in front of a crowd. Also, why does some two-second gag that never shows up again need an explanation? Some people are just like that.
I mean, he willingly allowed a bunch of multiversal villains to waltz in and steal the Aether Paradise, which led to Lusamine being kidnapped and Ghetsis holding Lillie hostage.
And instead of
a) sending him to jail
b) throwing him overboard
they just demote him to Wicke's assistant.
Blaine said that because he didn't a literal child to die trying to beat Mewtwo. It's your standard "stay outta this and leave it to the grown-ups" line you hear in most kids adventure media (including the anime!), and I think you grossly misinterpreted it.
