Even though Nori isn't a traditional Pokémon protagonist trying to build a full team (at least) for some competitive purpose circumstances sure love getting him into battles with people who are.
Mew will always be my favourite. Partly because it's an adorable shapeshifting kitty, but also for the out of universe background mentioned above. Later ones just feel like trying to copy Mew with a "mandatory limited event Pokémon".

I think it's a bit of a tricky question. EVs are a messy system that the game explains badly and can be difficult to "get right" since they like to make it hard to fix them, so in that regard it makes sense enemies don't use it.

Yeah, I won't be too surprised if the "Legends" line ends up being used for experimentation instead of having a specific style the way the main games do. Shifting from mostly an open area to a large city always points at a big divergence from the first one in terms of theme.
