When I saw the map, New York was the first thing that popped into my head. The shape is just incredibly similar.

I'd say that they're beta screens. It's not unusual for pre-release screenshots to be different from the final product.
I'm really hoping they'll go for full-body backsprites. I felt that it made the screen feel less cramped.

I do think that eventually the games will be full 3-D, but it won't be anytime soon. The 3-D graphics on the DS are really ugly. Take for example, Phantom Hourglass and Spirit Tracks; they were full 3-D games, but the graphics were, for the most part, really bad.
