Well according to the wiki page linked to the Flying Pikachu is male and Surfing Pikachu is female so they will breed. If you give the female a light ball you should get a Pichu with Volt Tackle, Surf and Fly will not be passed on as egg moves as they are not HMs that Pichu can learn.

IF you have access to GTS you could try trading a ditto for another ditto, the pokemon from another game should improve the chances of breeding, and if you get lucky (/trade at the right time of day) you have the chance of getting a foreign ditto that will increase your chances of breeding a shiny.

To get both the moves on Gligar you need a male parent that knows both moves and is capable of breeding with Gligar, there is no such male parent therefore there is no possibility of getting a Gligar with both moves. Also try the simple questions thread next time.
