Honestly speaking, animation doesn't really have much of a way to showcase secondary sex characteristics. That's why they seem to resort to more stereotypical ways to tell a female character apart from a male one. But neither hair-clips, nor eyelashes, are secondary sex characteristics of women...
We don't really have confirmation it is a boy as of yet, though. In fact, first thing I thought was that it was a girl. Very nice tomboyish design, which I would love. While I'd rather they be a girl, it can go both ways: either it's a slightly stereotypically feminine boy (like Illima, kinda?)...
