That typing was repeated because of Blaziken's popularity and Ape at the time of his debut was considered even more popular but all that ended with ol Emboar.

Ape is based on Monkey kung fu that's why its dex entities mention its special fighting style. That and he lacks Kong's magical abilities and staff. As far as the typings go Fairy is pretty varied. No one expected Koko to be fairy when it was leaked (It also fits the divine aspect)

Fairy in Pokemon represents divine power. if it's based off of those drummers it likely lines up. especially since it's a nod to The Monkey King which in itself is a fairytale .
