You're missing my point. A single instance of the dubbers neglecting to edit a piece of Japanese text (whether that's 4Kids with the fire extinguisher or TPCi with the Dr. Ookido segment) does not reflect the companies' overall policies toward on-screen text.

That's one example out of the 700+ episodes that TPCi has dubbed over the years. In basically every other episode they've worked on the Japanese text the show's animators did allow themselves to put into the show were all removed.

Western distributors have done their own scans from Japanese film masters before but for the most part yes, TPCi would need Japan's cooperation for a true HD remaster.
Well, you need to be sure to put "HD" in air quotes. TPCi's Blu-ray release is simply an upscale of the old SD masters they've had since the late 1990s; they didn't go in and rescan all the film elements like you would have to do for a proper HD remaster.
It would've made sense to me for them to get a home video release during that three month gap between the end of Pokémon the Series: Sun & Moon – Ultra Legends and Pokémon Journeys since, in a way, Chronicles is like a proto-Journeys. Kind of.
