That sad-looking Dragonair is clearly going to be the focus of the episode. Maybe it doesn't know how to fly yet, based on the earlier preview? I wouldn't be surprised if it mastered its wings while fighting Team Rocket, and I'd be very pleased if Ash caught it.

It has. In multiple occasions, as far as I remember. One instance that comes to mind is a brief cameo in Pikachu's Rescue.

I kinda like how Dratini is actually shown shedding its skin, like its Dex entries say it does.
