I'm fairly certain the backpacker is referring to Gen VII's region. Game Freak must have planned for a new Gen debuting for Pokemon's anniversary and was, at the very least, in the planning stages for SM while also working on XY. It just seems unlikely that they decided to randomly put that NPC...
