Not necessarily. The Caterpie line is in the Alola Dex but the Weedle line isn't, so some Pokémon could be included without their counterparts.

I would like the Krabby line since it hasn't been in a regional Pokédex since Johto. I was really surprised when I found out the line isn't in Alola since it seemed like a perfect fit.
