Art and animation wise, it's super slick and clean and I love it.
There's just something about Shuhei Yasuda's character designs that helps makes things feel so alive.
Reboot wise, I honestly don't think it is one (for now) because if it was then my interest of watching would be going down...
I wouldn't jump to conclusions just yet. For all we know it could literally just be another re-telling of the first episode with some Pikachu origin backstory sprinkled in.
Something tells me that they'll pull a Thomas & Friends and they'll jump from region to another in no specific order.
The most recent seasons (Big World! Big Adventures which also is focuses on going around the world) have been doing this so one episode would be based in a specific country and...
It would be super interesting to see how Pikachu's life was like as a Pichu and maybe even shred some reasonings as to why he doesn't like going into a Pokeball...

The only gym leader that even had any kind of accent was Ramos and even his was more American and southern sounding. The others were pretty much normal, even Professor Sycamore who's French mannerisms he had in the game weren't present in the anime.
