Because the Dex Rotom would get jealous. Imagine you liking the Rotom you battle with more than your Dex one, you know he'd hate that ;) Seriously though, the Rotom Dex is advertized as being a rare thing, so not being able to just catch a Rotom in Alola actually makes sense imo.
