I'd say Johto was the worst. Hidden Mew summed up most of my reasons above. It also kind of suffered from a rotation issue itself, except it was more of a "release or yeet to clear way" that was frustrating at times...only for a lot of them to come back anyway and overshadow the Johto ones in...- Word Count: 200
