Yeah, Nintendo is absolutely insane in that regard, so that's obviously a big plus in favor of a Pokemon Maker. Based on the kinds of things listed here (creating dialogue, sprites and designs for new pokes, moves, maps...), I think a Pokemon Maker would be more along the lines of RPG Maker rather than Mario Maker.
