The scan does say that Ash may take advantage of Dragonite's unnatural endurance factor, we might see some substitution after the initial Dragonite vs. Dragonite clash pertaining to the "how does Ash deal with Dragon Rush", that's where the bite locking may come into play.

I have a feeling that Dracovish will be the one to deal with Dragonite by using its large jaw (Strong Jaw ability) and stopping the Dragon in its track with a surprise Ice Fang to boot. Kind of like how Gible pinned Dusknoir in the Sinnoh League with its jaw and delivered a devastating Draco...
