Shape of the tail would make it either a Akita (as said before), Husky, or Shiba Inu as all three have fluffy tails that curl up like that. I'm leaning more towards Akita or Shiba Inu because of its small size and coloring, but that could easily change with evolution.
I wouldn't say it's too much of a stretch if we are to assume it's based on a Raiju, which does have a wolf form that it's at least somewhat similar to.
